From July 8, 2026, the US Consumer Product Safety Commission (CPSC) requires certain consumer products to have Certificate of Compliance (CoC) data e-filed with US Customs at the moment a shipment enters the country. This article explains who's affected, what data you need to provide, and how to add it directly in your Easyship dashboard.
What's changing
Until now, your General Certificate of Compliance (GCC) or Children's Product Certificate (CPC) only needed to accompany the physical shipment or be available on request. From July 8, 2026, that's no longer enough — the certificate data itself must be submitted electronically to CBP at the time of entry.
Easyship now supports this directly. You can add your CoC data to a product or a shipment in your dashboard, and Easyship e-files it with US Customs on your behalf when you ship.
Note: This requirement applies at all shipment values. There's no minimum threshold — a low-value shipment is subject to eFiling in exactly the same way as a high-value one.
Who this affects
This applies to anyone importing finished consumer products into the US that fall under one of the CPSC's flagged Harmonized Tariff Schedule (HTS) codes. This includes toys, apparel, furniture, batteries, jewelry, mattresses, strollers, and carpets, among other categories.
It applies regardless of:
- Where you're shipping from (UK, China, India, Canada, Australia, or elsewhere)
- The value of the shipment — there's no minimum threshold
- Whether you or your customer is listed as the Importer of Record
Raw materials and components are generally not in scope. Check your product's HTS code against the CPSC's flagged HTS code list to confirm.
Note: Make sure you've selected an HTS code for every item shipping to the US — Easyship flags this in the shipment panel to help you avoid customs delays.
Two ways to add CoC data
You can enter CoC data at two levels:
Option A: Add CoC data from a shipment
- Go to Shipments in the left-hand menu.
- Open the shipment you want to edit (or start a new one — the same CoC column appears in the item table during booking via the Basic Flow, at the Shipment Information step).
- In the item/box table, find the CoC column next to each SKU.
- A green check means CoC data is complete for that item.
- A pencil/edit icon means it's missing or needs review.
- Click the edit icon next to the item to open Edit Shipment Item CoC Data.
- Fill in the fields (see What data you need to provide below).
- If you want the same data applied to this product on future shipments, tick Also save these changes to the linked product. Any "To Ship" shipments containing it will have their CoC data updated.
- Click Save.
Option B: Add CoC data from a product
- Go to Products in the left-hand menu.
- Open the product you want to add compliance data to.
- Find the US Import Compliance section of the product panel.
- Fill in the same fields described below.
- Save the product. The data now carries over automatically to any shipment that includes this SKU.
What data you need to provide
When you open the CoC data form (from either a shipment or a product), you'll see:
Is the product exempt from CPSC certification?
Toggle Yes or No. If exempt, add the applicable Disclaimer Code and you're done — no further data is required for that item.
Is the product certified on the CPSC Product Registry?
If you've already registered the product's certificate in the CPSC Product Registry, toggle Yes and you only need to provide three identifiers:
- Certifier ID — the unique ID for your business account as an importer in the Registry
- Product ID — choose whether you're identifying the product by SKU or GTIN
- Version ID — the specific version of the product certificate in the Registry
This is the fastest option if you ship the same products repeatedly.
If the product isn't registered, toggle No and provide the full certificate data set instead:
- CPSC Citation Code — the applicable rule citation (e.g. 16 CFR part XXXX)
- Certifier Name, Address, Phone No. and Email — typically the Importer of Record
- Manufacturer/Assembler Name, Address, Phone No. and Email
- Manufacturing Date
- Testing Detail — date and location of the most recent compliance lab test, the testing laboratory, and the CPSC-accredited lab name and ID
- Records Custodian — contact details for the party holding the physical test reports
Note: For multi-line shipments with several CPSC-regulated products, each line item needs its own CoC data. If you're shipping three different SKUs on the flagged HTS list, all three need their own entry.
What happens if data is missing
If a CPSC-regulated shipment goes out without complete CoC data, expect:
- An "Under Review," "Documents Required," or "Hold Intact" status from CBP
- Delayed clearance while the CPSC reviews and releases the shipment
- Cargo holds or additional physical examinations
- Refusal of release entirely
The Importer of Record is legally responsible for the accuracy of the certificate data you provide. Easyship and your courier can only e-file the data you enter — they can't generate certificates or verify their accuracy.
FAQs
Does CPSC eFiling apply to low-value shipments?
Yes. There's no minimum value threshold. Any shipment containing a product under a flagged HTS code requires eFiling, regardless of value.
Can I e-file with any courier?
No. E-filing is only supported when shipping via DHL or FedEx. If your CPSC-regulated shipment is booked with a different courier, the CoC data can't be transmitted — book with one of the three supported couriers instead.
Do I need to add CoC data every time I ship the same product?
No. Add it once on the product (or tick the save-to-product option when editing it on a shipment), and it will apply automatically to future shipments containing that SKU.
What's the difference between the Product Registry option and the full data set?
If your product is already certified on the CPSC Product Registry, you only need three short identifiers (Certifier ID, Product ID, Version ID). If it isn't registered, you'll need to provide the full certificate details — certifier and manufacturer contact info, manufacturing date, and testing details.
What if my product's HTS code isn't on the CPSC flagged list?
eFiling isn't required for that product, but it may still fall under CPSC safety regulations. Keep a valid GCC or CPC on file in case it's requested.
What if my product is exempt from CPSC certification?
Toggle Product exempted from CPSC certification? to Yes and provide the applicable Disclaimer Code. No further CoC data is needed for that item.
